Provision of a New Public Park for Northallerton South on the Grammar School Playing Field

There has been a school on Grammar School Lane for over a hundred years, it was built on charity land and opened it’s doors in 1909. The school closed it’s doors for the last time in 2021 and is presently being used as a community vaccination centre. Northallerton Town Council have registered the playing field as an Asset of Community Value, we the undersigned would like to see the site retained for community recreation as a much needed public park in the spirit of how the land was donated. For the wellbeing of the community, sport , tourism,   biodiversity enhancement  and to mitigate pollution / climate change.

MP Rishi Sunak pledged £9m for the creation of new parks on redundant green space in the budget.

The purpose of Hambleton District Council’s Open Space Strategy, (October 2017) is :

To provide evidence to justify the provision of new open space by comparing provision with the Fields in Trust benchmark.
To consider using surplus land for open space purposes.
To consider the needs of visitors and tourists through open space provision.

The Open Space Strategy highlights the shortfall in the terms of provision of significant parks and gardens  in Northallerton :

"  There are so few examples of Natural and Semi-Natural Green space. A handful of open spaces are wooded or are common land. These are generally quite small, and have been included in the “Amenity Green space” category for analysis purposes � There are no Parks and Gardens. Some smaller open spaces do fulfil a number of functions, but have neither the scale or the diversity of function to qualify. Those that are specifically for the purpose of outdoor recreation are also included in the “Amenity Green space” category  "

By rolling three categories into the one with the lowest Fields in Trust benchmark (Amenity Green Space (0.6 hectares/1000 population) the deficit of Parks and Gardens  has not been calculated against the Fields in Trust benchmark of 0.8 Hectares / 1000 population. The Natural and Semi-Natural Green space category has also been ignored in order to claim an over provision of amenity green space.
If each category had been compared individually as intended , all three categories would be below the minimum standard of provision , as shown on the Fields in Trust interactive map, and as Northallerton increases in size the deficit only gets worse.

The playing fields at the Grammar School  are possibly the last opportunity to provide a significant park for Northallerton South close to the community it will serve , and bring people of all ages within ten minutes walk of a green space’ to exercise ,think and relax.
