Residential Taxes to Increase by 15% on Single Family Homes with the Adoption of New Official Community Plan for North Vancouver
The City’s current population of 51,870 people, is certain to grow by another 9,960 which results from an additional 4,743 units already approved for or under construction, or completed but empty, each housing 2.1 persons, bringing us to a current population housing capability of 61,830 people, and more being considered.
We’re at 2031 population targets, 18 years ahead of plan, and we’re changing the OCP to add even more people, without a thought to motor vehicle traffic and parking implications, yet nearly every family has a car if not two.
The new OCP also imbeds the right to have a coach house or laneway house in addition to a basement suite on each single-family residential (“RS-1”) lot. Potentially three families per lot! This singular change is estimated to cause RS-1 property values to increase by $150,000 to $250,000, resulting in a $650 to $1,000 annual municipal tax increase to all RS-1 home owners, whether you build a coach house or not. As soon as the developers buy 3 or 4 homes in your area, knock them down and build out to the new OCP capacity, your taxes will go up a minimum of 15%, more if you live on a corner lot. Oppose the OCP
The City of North Vancouver’s draft OCP is out for public input. The draft “Land Use Map” is alleged to contain the wishes of North Vancouver City residents in respect of population growth and land use development. The process employed by City staff admittedly failed to provide participants with a “no-growth” or “limited-growth” option, or a “target population cap” option. The process compelled growth even where participant to the process voiced a desire for no further growth.
The proposed OCP calls for the imbedding of a right to construct “lane-way houses” or “coach houses” on every residential single family (“RS-1”) lot in the City. The effect of this OCP change will result in increased property values driven by market forces in each RS-1 neighbourhood, which will cause taxes to rise between $650 and $1,000 per RS-1 lot within several years of ratification by this City council.
We the undersigned City homeowners and residents direct the City to revisit the OCP planning process, and to provide participants with both a “no-growth” and “limited growth” option, in addition to the growth options already provided, and to add to the process a dialogue on establishing a “target population cap” for the City generally; and
We further direct the City to develop a comprehensive report on the cost of growth in terms of expanded infrastructure requirements and the resulting tax burden effects on each home owner, by property category and valuation; and finally
We further direct the City to consider and disclose in a report, the taxation implication which will result to each RS-1 homeowner caused by imbedding a right to construct a lane-way or coach houses on each single family residential lot.
