First as a trainer who trains service animals for Mobility/Stability, PTSD, Anxiety, and Autism.Secondly as a handler of a service animal for PTSD, and Anxiety. I and other training organizations agree the law is too loose in wording and the punishment is to lenient or completely non existent for Falsifying a dog as a service dog. The people who bring their pets in a store, let them ride in a shopping cart, or pull and lunge towards other dogs make it very difficult for teams who have trained, for a year or more multiple times per week. It brings discredit upon the legitimacy of the dogs capabilities to complete the job.

We feel there should be a mandatory registration with the DHHS using the current process, and a vetting of trainers and organizations that are doing the right thing {ie...Legitimate Businesses registered with the state.and trainers or a Master trainer overseeing a staff of Assistant trainers that have attended some sort of school that offers a certification to train dogs.) while training these teams for success Businesses should be allowed to ask for proof from the handler that the dog is registered with DHHS. 

This would allow DHHS to screen applicants for legitimacy and need for the application. This change also should include that if an individual wants to self train a dog that an approved trainer should be required to sign off on the documentation after the applicant has passed the Obedience test, Temperament test, and demonstrated the working skills of the dog. This does not mean the owner is required to receive the services for free nor does it mean to have these persons pay for training packages.Simplicity, take the test, pass you get your signature, fail the test and you get to practice and train until you can. These tests are offered by American Kennel Club evaluators, Catch Dog Trainers, ABC Dog Trainers, KPA Graduates ETC...(large List)

Please help us protect those who need these animals to function in their daily lives and protect there rights by cracking down on those who abuse the system to take their pets into stores.
