The strikeovers remove all fiscal accountability from academically and intellectually gifted programs in North Carolina. They allow school systems to transfer funds out of the state AIG funding without assuring that their local AIG plans have been implemented. The state will never know what the cost of AIG programs is if funds are freely transferred. Article 9B already allows for the use of these funds for school improvement IF, and only AFTER, the local AIG plan has been fully funded and implemented. Allowing transfer of funding is fiscally irresponsible, and will cause the demise of services to the 14% of AIG learners across North Carolina.
