Noblesville Residents for Hen Keeping within Corporate Town Limits
We, the people of the Town of Noblesville, Indiana, respectfully request that our current right to food sovereignty and security through the keeping of domestic fowl, in particular Gallus Gallus Domesticus (chickens), and preserved in order for current and future generations to have the choice in more self-sustainability and the pursuit of happiness in programs such as but not limited to 4-H and FFA. We also recognize that a certain level of responsibility must be shown to maintain the health and happiness of both our fellow neighbors, and the birds themselves, therefore the following guidelines would be recommended and respected:
1. All birds must be contained in a coop/pen/kennel/enclosure on the owner’s property, surrounded on all sides and top with a form of fencing to prevent escape, possible trespassing/destruction of property, and for the health and safety of the birds in compliance with 345 IAC 14-2-3 Animal Disease, Injury & Treatment, IC 15-17-18-8 Agriculture & Animals & Ordinance 90.02 Animals At Large.
2. Proper housing should be in place with adequate space for each bird, with the proper measures to provide shade and shelter from the elements in compliance with 345 IAC 14-2-2 Shelter.
3. Proper food & water should be provided for the health and nourishment of the birds in compliance with 345 IAC 14-2-1 Food & Water.
4. Excess food should be stored in a secure dry location to prevent the attraction of pests in compliance with Ordinance 1.02 General Public Safety (G).
5. No roosters in compliance with Ordinance 1.03 Noise (E).
6. Birds can be raised and kept for food in compliance with IC 15-17-5-11, 345 IAC 9-2.1-1, 9 CFR 303.1(a)(1) & Ordinance 1.02 General Public Safety (A).
7. Limit of birds depends on the amount of space the owner can provide, but cannot exceed 12 birds total in compliance with 345 IAC 14-2-4 Animal Stewardship
8. Bird maintenance must be kept up so as to keep waste at a minimum, and said waste must be properly disposed of in a timely manner in compliance with 345 IAC 14-2-3 Animal Disease, Injury & Treatment
