Addressing the issue, I have been a Modi supporter ever since he became the CM of Gujurat. His policies have always pushed the nation into a progressive state. But the central govt's current stance on the new motor vehicles act is preposterous and unjustified.

As the Center imposes gigantic sums of fines for traffic rule violations, people living with meager salaries are affected the most. Fines up to 40,000 rupees for middle-class people are no less than a curse, killing their living standards.

Instead of being draconian with fines and collecting irrational amounts in the name of penalty and violation of the law, a more justified course of action could be educating people on road safety rules.

The problem with the collection of heavy fines is that the average income of the middle-class people in the country falls between the 10000-20000Rs a month and forcing them to pay 30000-40000Rs for a single violation is equivalent to crucifying them and pushing them into chronic poverty. The question remains if the govt keeps collecting unjustifiable sums of money what will the students do? What will the people do after rendering their entire month's salary in the name of the penalty?

The govt is currently fining people without a license which is acceptable. But the sum charged for fine is not acceptable. Moreover, the govt needs to understand that procurement of license in today's time is itself a cumbersome process that lacks proper infrastructure and has crude digitalization. Obtaining a license generally costs an individual somewhere between 4000-5000rs. Even after paying these odds sums of money people get their licenses rejected for baseless reasons and in the end who suffers the most is the common man. It's not just the licenses, the state of roads in India are also pathetic, whether urban or rural area. Potholes can be found everywhere and even the local municipal authorities don't bother fixing the roads. They leave them in a state to be. It only makes sense that the govt channelizes their energy in these areas rather than in the collection of money.

A few recommendations:

Relaxation of the rules and arranging of camps for licenses; like the ones done for Aadhar cards.

A shift in focus from collecting fines to spreading education and awareness regarding road safety norms.

Allowing documents storage and presenting the documents on the digital platform and no compulsion of carrying the docs in the physical form.

Progressive fining: Example: For the first timing 100Rs, then 200Rs, then 500Rs and so on. This will help people gradually to learn if once a mistake is committed and not repeat those in the future.

Decrease manual intervention and automate the challan process and document checking.
