Basic rights for amputees

In September of 2009 my dad became an amputee. Like many people in the U.K. And in the world, My dad is left having to buy a pair of shoes when he only needs one, this leaves him out of pocket and with a shoe that he can't use.
I personally feel that if big brand shoe company's were to offer a solution or service to the customers who have had a leg or foot amputated that it would help amputees all around the UK.
My idea is for shoe company's to offer a service where amputees can buy a shoe for half the price and then the other shoe is sold to another amputee. This way the company's are still selling a pair of shoes for the original price only the person buying the shoe isn't out of pocket and left with a shoe they can't use.
Not only would this benefit amputees but it would also reflect well on the company's who offer the service.
