Local Councils have failed to direct their staff on the Scottish Emergency Education objective effectively, and as a result local staffs are still working on (6 weeks later..) 35 apparently differing and disjointed local education plans. These plans are all based on a "part time" blended education solution only, and from a static outlook on the COVID situation back in May 2020.  Government now need to take a Leadership position on this emerging Education crisis, and intervene immediately to re-direct local Councils to urgently re-submit their plans and requirements based on a "Fulltime" safe and Universal Whole of Scotland Emergency Education model being the Default "Plan A objective", taking account of the dynamic and anticipated COVID situation for mid-August and beyond. Plan A should be supported by additional plans as "contingencies" only, plan B, plan C etc., in the event that the Default full-time "Plan A" objective cannot be fully implemented / sustained in August
