The Building Regulations and the systems & procedures available to protect the owners of new houses are not fit for purpose. Large house builders are only expert at managing money not building houses. 
During the build process the statutory inspections imposed by the Building Regulations are frequently not carried out with builders preferring to take a risk based approach. In other words, provided that warranty providers such as the NHBC, are prepared to sign off on completion, the builder knows they only have to do the bare minimum to address defects during the first 2 years after completion.

Local authorities have the powers to investigate alleged Building Regulation breaches but due to budget cuts they do not have the resources to do so.

When the NHBC are called upon to provide a dispute resolution service during the first two years, their investigation is superficial.

The current system is broken and only serves to encourage sub-standard construction of new build properties.

Organisations like the NHBC need to change their processes and Government needs to introduce more robust legislation with the resources to back that up
