On February 23, 2021, New York State Senator Roxanne J. Persaud, representing a section of Kings County, addressed the New York State Assembly. Supposedly commemorating the 51st anniversary of Guyana becoming a republic, she misrepresented the facts pertaining to the most recent elections held in Guyana on March 2, 2020. It is unclear whether or not these misrepresentations were intentional.

The first misrepresentation being that a winner was not declared following the election. In fact, once it became evident that the PPP/C had a commanding lead in Region 4, the count of votes in that region was stopped by rogue elements within the Guyana Elections Commission (GECOM) in an attempt to rig the elections in favor of APNU/AFC. Having been reported in numerous reputable newspapers within Guyana and internationally, it is now public knowledge that elements within GECOM refused to use the official Statement of Polls to declare a winner of the elections. Chief Justice, The Honorable Roxanne George, ruled in the High Court of Guyana that the official statement of polls must be used to declare a winner. The PPP/C, after several months of delay, was declared the winner. 

The second misrepresentation by New York State Senator Persaud is that the United States of America played a role in “selecting the winner.” The USA, UK, Canada, France, CARICOM, OAS, Commonwealth of Nations, and others having all witnessed the obvious and flagrant attempt to rig the election demanded that the official statement of polls be used to declare the winner. The United States and the international community simply asked that the will of the people of Guyana be accepted.

The third misrepresentation by New York State Senator Persaud was to say that “the United States asked the Guyanese people to accept what was going on and not to fight and not to ask for recounts.” That is factually inaccurate. The leader of the APNU/AFC, Former President David Granger, agreed to a recount under the supervision of a high level CARICOM team but then went to court on March 17, 2020 to stop the recount. A recount, under the supervision of a CARICOM team, OAS, local observers, the Private Sector Commission and American Chamber of Commerce (AMCHAM) was concluded on May 6th 2020 and confirmed what all Guyanese and the world knew; the PPP/C was the victor of the elections.

We call on New York State Senator Persaud to correct her misstatements on the floor of the New York State Assembly and to apologize to all Guyanese, for willfully lying about Guyana’s electoral process. Additionally, we call on the Speaker of the Assembly and President of the NYS Senate to act dutifully to reprimand Ms. Persaud and to provide training to her on public comments that can incite racial hatred and division.
