Governor Andrew Cuomo placed New York State on pause and shut down non-essential businesses in the third week of March. Many small businesses are facing hardship from the loss of income. Hope was offered in the way of the Economic Injury Disaster Loan, and advance on that loan, and the Paycheck Protection Program. Should small businesses have the burden of more debt via loans? The Paycheck Protection Program does not work for all small business. 

Since, small business has changed, is continuing to change and there are still so many unknowns for many small business owners in New York State, this petition would allow all small businesses to break their existing lease agreements or have the right to re-negotiate the terms in light of the change in economics without penalty or threat of lawsuits. The assumptions both parties (tenant) and (landlord) relied on to enter in the lease agreement are no longer viable.

Please consider all types of small business. Allow those businesses to make the best decision for their business and how they want to move forward when we are able to re-open. Please consider tenant rights.

My name is Tiffany Robyck. I am the sole owner of Ballston Spa Fitness in Ballston Spa, NY. I have operated this business successfully for 10 years. I am forced to close my business permanently due to the forced closure and the loss of income. I can no longer meet my biggest expense which is rent. My landlords have not been very understanding of the current crisis and only seek to get paid according to the lease agreement.
