We are concerned about the lack of protection currently afforded our historically significant locations during this time of unprecedented development. Both built and natural. New Rochelle has a long, important past that relates the story of America and Americans. It is a history that has made us who we currently are and is an important part of what we value about New Rochelle. Much development progress is currently occurring in and around New Rochelle’s downtown, where the lion’s share of our community’s historically significant properties is located. Main Street itself has been cited for its outstanding Art Deco architecture and overall “character.”

 Currently only the former Carnegie Library is protected from demolition in our downtown. By code, every other building in our downtown can be destroyed without review. We are asking you, the creators and overseers of policy and code for New Rochelle to:

1.       Complete and adopt a full city-wide Preservation Plan per the Secretary of the Interior Guidelines, and as listed in the City of New Rochelle 2019 Budget BEFORE any further amendments to the Downtown Overlay Zone;

2.       Amend City Code to require a building permit BEFORE issuing a demolition permit (except in cases of life safety) to prevent vacant lots in our downtown where demolition has occurred, and construction does not follow.
