As demonstrated in Georgia, Governor Brian Kemp signed an executive order (effective May 1st) that allowed teen drivers who have: held a lerners permit for over 1 year, 1 day, and have passed a written test, to obtain a drivers license without the need of a formal road test.

An order like this makes sense, because majority of drivers with learners permits, who are eligible to take their road test, have been driving for 1 year, or more. This would reduce the 20,000+ requests for road tests backed up at the NJ MVC. If put into place, a comprehensive list of regulations would be established, similar to what is posted on Georgia.gov

The New Jersey MVC has been closed since the beginning of March. Leaving many who have newly purchased vehicles, no way to get inspection tags, in order to have a non temporary registration/ license plates. This also means, no road tests for young drivers who have had substantial parental assistance while permitted.
