Health insurance understandability/simplicity

Our government requires all Americans to have health insurance or pay a penalty at the time of paying our taxes. If you are like me and a law abiding citizen, you have health insurance but do you really understand your coverage. The things that industry professionals consider simplistic (co-pays, deductibles, out of pocket, etc.) seem redundant and unnecessary to me. Why does the government not require health insurance companies to provide policies that college educated Americans can easily understand so that we can understand our insurance and know that we are getting what we pay for. We should not have to be industry insiders to understand the health insurance that we write a check for faithfully every month to ensure the well being of our families and to comply with federal standards.
