Make NFL players adhere to the Code of Conduct for the National Anthem

Our Flag is an enduring symbol of the American spirit.
Our National Anthem pays homage to that symbol.
As such, there is a code that is to be followed whenever the Flag is displayed and the National Anthem is sung. The Code of Conduct for the National Anthem is as follows:
(a)Designation.—
The composition consisting of the words and music known as the Star-Spangled Banner is the national anthem.
(b)Conduct During Playing.—During a rendition of the national anthem—
(1) when the flag is displayed—
(A) individuals in uniform should give the military salute at the first note of the anthem and maintain that position until the last note;
(B) members of the Armed Forces and veterans who are present but not in uniform may render the military salute in the manner provided for individuals in uniform; and
(C) all other persons present should face the flag and stand at attention with their right hand over the heart, and men not in uniform, if applicable, should remove their headdress with their right hand and hold it at the left shoulder, the hand being over the heart; and
(2) when the flag is not displayed, all present should face toward the music and act in the same manner they would if the flag were displayed.

Football is as American as apple pie, and watching a favorite team play is a pastime enjoyed by millions of American people. Many of our young adults indulge in a kind of hero worship of their favorite player - and they tend to emulate those "heroes."

Players who do not follow the Code of Conduct with regard to our Flag and our National Anthem are, in effect, teaching our children that it is okay to ignore the Code and to disrespect our Flag and National Anthem.

This petition is intended for the Commissioner of the National Football League, Roger Goodell, in the hope that he will address this blatant disrespect in a public forum.

EVERY  team member of EVERY team in the league should be REQUIRED to adhere to the Code of Conduct when it comes to the display of the American Flag and the singing of the National Anthem. If those team members choose to disregard the Code of Conduct, they should be penalized - both monetarily AND with suspensions up to, and including, disbarment from the league.

We recommend the following:
The first offense should incur a fine of $10,000 and suspension for one game.
The second offense should incur a fine of $50,000 and suspension for three games.
The third offense should incur a fine of $100,000 and suspension for the remainder of the season.
If the offender should decide to continue for a fourth offense that player should be disbarred from the league PERMANENTLY.

Furthermore, should Mr. Goodell elect to allow these athletes to continue to disrespect our Flag and our National Anthem, we request that any monies paid to the NFL by our government be discontinued, and any funds previously paid be returned IMMEDIATELY.
