               ABATEMENT OF WATER POLLUTION  A BURNING ISSUE

I am a retired Scientist, Deputy Director, Scientist, from CSIR, now residing in Kolkata and trying to do a little bit of work on abatement of pollution which was one of my favorite field of activities on various Research &Development projects in my service period; as such I started some activities in my humble way on the present burning problem ‘Climate change’ in general and Environment /water pollution in particular through waste utilisation to produce Green Energy to decrease Carbon footprint

I took some initiative to reduce pollution in water bodies especially Ganga pollution caused through Immersion millions of Idols since long which continuously deteriorating the purity of our beloved lifeline of Indian culture along with water bodies, I need not elaborate to you as you are conversant with the situation. When I failed to achieve success by persuasion local Puja committees, Municipalities, MLAs. M.Ps etc .of this region through meetings, discussion in TV programs , publication, etc. ultimately on ‘Ekla Cholo Re’ principle, I decided to file a case in National Green Tribunal in Eastern Zone Kolkata Bench on 2016 . In the meantime Swachha Bharat Mission ( SBM) and associated activities initiated by our PM vigorously, actually all these energized this Octogenarian to fight lonely for two years facing all odds.          

                 AMONG THE 23 RESPONDENTS  IMPLEADED AMONG 13 STATE GOVERNMENT, 5 RELIGIOUS INSTITUTION/ TEMPLES AUTHORITIES,2 CIVIC BODIES, 2 POLLUTION CONTROL BOARDS  AND,1 POLICE ADMINSTRATION ATTENDED ON SEVERAL ATTEMPTS AND SOME  AFTER SHOW CAUSE NOTICE BY NATIONAL GREEN  TRIBUNAL EASTERN E ZONE.SIXTEEN HEARINGS WERE HELD DURING LONG SIXTEEN MONTHS WITH EFFECT FROM 15.4.16  TO 31.7.2017.

                   All the 23 respondents agreed that due to immersion pollution of water takes place so we are to stop it at the earliest”. I especially quote CPCB’s confession, they mentioned, “It is admitted fact that immersion of idols deteriorates the water quality in respect of many parameters”. 

                       However, the Verdict of the case, OA /51/2016 EZ was declared in the Net on 0 6.10 17.Which is attached (no.-1) herewith along with other related documents for your kind perusal to go into the nitty-gritty of the deplorable situation. The proposed procedure entitled ‘Bhumi Shodan,’ to obliterate the Idols on the ground,The details are given in the attachment(no-2).In the judgment Hon’ble Judges remarked ,in item no.24 of page22, I quote, “the suggestion of the applicant to adopt‘Bhumi Shodan’ is ideal but citizen ought to do it voluntarily not by compulsion’ etc and then put forward certain restriction on the present procedure in page23 in item no.25, subsection from( i) to( vii) .In the last Para(vii) they have mentioned, I quote,“ we leave it upon the government to frame rules, if not already framed, incorporating the guideline framed by CPCB and above directions. The rule so framed shall also include the punitive action for violation of the rules and the extent and amount of penalties. Lastly, they added “The rules thus framed shall be placed before us three months from hence and signed the order on 6.10.17.

        Respected Sir, here lies the fallacy, three months were complete on 5 .01,18 but only the state Govt. Of Tripura and Dakshineswar Kali templeKolkata,who implemented and started using with temple wastes as fertiliser only and when visited the Temple premises I was extremely pleased to see the arrangement and suggested to produce biogas also with certain modification, which they agreed; rest of the20 respondents did not care to reply

           As time is running out for the old applicant, I have again filed a contempt application OA/24/2018 /EZ under section 25,26 and 28 on NGT Act 2010 with Contempt of court Acts 1971 on 20th.June 2018. The verdict of which was announced on 28.8.18 In which the impeded 21 respondents were ordered “Rules directed to be framed in terms of the order dt. 06. 10.2017 and place before the court on 29.9.18 “We make it clear that failure to comply the direction shall entail heavy penalty including attachment of salaries of the concern officers”. After several sittings, on 9.8.19, without imposing a penalty for non‐compliance since 28.8.18, the given order was: “We expect all the states who have not yet framed rules shall do so and submit the compliance report. Failure to comply with the order shall entail an exemplary penalty.” and the next date was fixed on 15.11. 19 (after the end of 2019’s festival season).

                   Sir, I do feel nothing will come out and dilly-dallying will continue to infinity. To avail justice becomes a daydream as justice delayed without moderation is justice eternally denied.

 

                   NONETHELESS, THEY ALSO DID NOT COMMENT ON OTHER ISSUES E.G.USE OF INOGNIC COLOUR IN FESTIVITY APART FROM IDOL MAKING AND UTILISATION OF TEMPLE WASTE FOR PRODUCTION OF NATURAL COLOUR AND ORGANIC FERTILIZER TO STOP POLLUTION ALONG WITH EMPLOYMENT GENERATION IN MSMS SECTORS. 

                     FURTHER, WHEN THE APPLICANT STATED IN HIS APPLICATION AND REPEATEDLY SUGGESTED IN THE REPLY OF THEIR AFFIDAVITS THAT IT IS NOT POSSIBLE TO ACHIEVE SUCCESS BY FOLLOWING THE GUIDELINE  PROPOSED BY CPCB SINCE IT IS ALLTOGETHER FAULTY. SINCE ONCE A POISON IS MIXED WITH WATER IT CAN NOT BE REMOVED BY EVEN LORD VISWAKARMA BY MECHANICAL MEANS.  AS SUCH, HE HAD PROPOSED A METHOD TO PREVENT MIXING OF THE POISON ASSOCIATED WITH IDOLS  AND OBLITORIATE THE IDOLS  IN THE LAND. THEY DID NOT EXPRESS THEIR OPINION NOR SUGGESTION  ABOUT THE EFFICACY OF THE METHOD.

                      UNDER THE CIRCUMSTANCES I PRAY THE FOLLOWING, THOUGH I REPEATEDLY FOCUSSED ALL THESE IN MY AFFIDAVITS AND SEVERAL HEARINGS, 

              1)   TO KINDLY BAN IMMERSION OF IDOLS AND/OR ANY OTHER COLOURED MATERIALS IN ANY  FESTIVAL IN WATER BODIES IN ANY CORNER OF OUR COUNTRY, INCLUDING TEMPLE WASTES PRODUCED DAILY E.G FLOWERS AND KITCHEN WASTES  ARISING OUT OF PRASAD PREPARATION AND DISTRIBUTION, THE MOST NEGLECTED NON –POINT SOURCE OF POLLUTION. TO IMPLEMENT THIS  WE PROPOSE (AS MENTIONED IN MY REPLY DT.27.3.17 PP.28), FOR  INTRODUCTION OF SUBMITTING ZERO –SOLID-DISCHARGE (ZLD)CERTIFICATE TO DISTRICT MAGISTRATE OBTAINED FROM CIVIC ADMINISTRATION THROUGH THE POLICE COMMISSIONER AND ENVIRONMENT SECRETARIES OF THE STATE.

AS PER DIRECTION OF NGT, COURT IT WILL BE LIKE ZERO LIQUID DISCHARGE CERTIFICATE (ZLD) FROM INDUSTRIES.AS YOU REMEMBER THE SUPREME  COURT ULTIMATUM DATED 22.2.2017 .FOR TACKLING THE ISSUE OF RIVER POLLUTION BY INSTALLATION  OF PRIMARY EFFLUENT TREATMENT PLANT (PETP).HON’BLE JUSTICE D.Y. CHANDRACHUD & S.K.KAUL WARNED THE DEFAULTING INDUSTRIES WOULD LOSE THEIR POWER SUPPLY  IF THEY FAIL TO ABIDE BY THE TERM, ZLD.

               2) KINDLY IMPLEMENT THE SUGGESTED LAND OBLITERATION PROCESS TO BE KNOWN AS ‘ BHUMI SHODAN’ (BS). PROCEDURE WHICH MAY BE MODIFIED AS PER LOCAL ADJUSTMENT (as prayed for in item no 6 in my application). IT CAN BE IMPLEMENTED IN DE-CENTRLILED FASHION ON WARD BASIS OR UNDER CLUSTER OF WORD BASIS TO DISTRIBUTE EVEN THE LITTLE BIT OF RESIDUAL POLLUTION..THE SUGGESTED  PROCEDURE CAN BE MODIFIED FOR AUTOMATION AND ALSO  FOR   UTILISATION OF WATER  BY PLANNING OF RECIRCLLTION FOR THE BETTERMENT AND EASE OF IMPLEMENTATION ECONOMICALLY. THE APPLICANT THOUGHT OUT PLANS WHICH MAY BE  FURTHER MODIFIED WITH  DISCUSSION WITH STAKEHOLDERS. ADVANTAGE OF THE PROCESS TOWARDS IMPLEMENTATION OF 3R (RECYCLE, REGENERATE &REUSE)WAS MENTIONED IN DETAILS IN MY REPLIES.

   3 )  KINDLY BAN THE USE OF INORGANIC COLOUR AS APPLIED FOR BY THE Artesian DURING IDOL PAINTING.  ALONG WITH THE USE OF SUCH COLOUR IN HOLI AND OTHER MERRY MAKING FESTIVALS (as prayed for in my application item no. 5). IT CAN BE IMPLEMENTED  ONLY IF  THE SALE OF COLOURS WITH DECEIT LABLE “100 PERCENT HERBAL“ IS PROHIBITED BY LAW; KINDLY RECALL THE HUE AND CRY. ON MARCH 12/13,2017  BEFORE  HOLI  REGARDING SALE OF SUCH COLOUR S BY VARIOUS ENVIRONMENTALIST IN WEST BENGAL.EVEN GENERAL SECRETARY ASIAN FRONT OF HUMAN RIGHT COMMENTED “VARIOUS TOXIC  COLOUR IS SOLD IN THE MARKET 1O DAYS BEFORE THE FESTIVAL  EVEN THEN  NO GOVT. NOTICE AGAINST ITS SALE OR USE OF TOXIC COLOUR  OR  ANY EFFORT TO SPREAD AWARENESS HAVE BEEN NOTICED”.I CAN SHOW THE NEWSPAPER CUTTING IF YOU LIKE TO VERIFY.

           RESPECTED SIRS, IT APPEARS THAT NOT A SINGLE RESPONDENT PUT FORWARD THEIR OBSERVATION PUT FORWARD IN SEVERAL DATES AND ALSO DURING HEARING. ABOVE all EVEN AFTER YOUR ORDER AS  STATED EARLIER. MOREOVER the WBPCB AND CPCB THE MOST RESPONSIBLE GOVT. BODY TO SAVE THE COUNTRY FROM POLLUTION AND ABOVE ALL WHO RECOMMENDED THE GUIDELINE WHICH THE APPLICANT HAD CHALLENGED AND DISCARDED  FORTHWITH AS FAULTY, DID NOT UTTER A WORD DURING HEARING AND REPLY IN THEIR AFFIDAVITS SUBMITTED ON 13.7.16 AND 8.12.16 RESPECTIVELY.

        Lastly, with your indulgence Sirs, I like to share the teaching of my favorite reformer Kaviguru Rabindra Nath Tagore and refer to his Poem “JUTA AVISHKAR”(the invention of shoe ). The story is about a  powerful king being disgusted with the dust repeatedly soiling his feet, ordered his principal minister and who in turn the entire intelligentsias of the kingdom to solve the dust menace which was disturbing their king. Naturally along with the ministers whole country began to suggest the remedy. Thereafter suggestions started pouring in e.g. some suggest to use broomstick to sweep out the dust from the country and some suggested that pouring of water to subside dust will be the best and cheap remedy; So experiments were going on and situation aggravated. In such a malady a poor cobbler arrived in the court  and humbly suggested in presence of so many  advisors, to cover his feet with the sample which he prepared for the purpose, the advisors were furious for his very simple and so cheap solution of the king’s problem ; the king  too was perturbed  for such a simple solution but agreed to his proposal . The cobbler then covered the feet with the sample and throw some dust over his covered feet and showed that his feet were the same as before and solved the problem. Being astonished king rewarded the poor man amply and most interestingly the learned minister then said to the king that he just thought the same solution but the illiterate wizard cobbler could read his mind and snatched his reward (the poet did not mention that in the meantime they earned a lot and began to curse him  ).  I requested the judges to consider me a cobbler and implement the plan without further delay as my time is running out, but heaven's sake please don’t reward me. “                                  

                                   Regarding the left out sludge of coloured earth containing poisons expected a source of pollution till  herbal colour is used can be destroyed by way of natural weathering vis-à-vis natural oxidation for which sun God is omnipresent to save us, bleach of  garments is an example of such phenomenon  it will be catalysed in presence of earth, a universal absorber. Actually it is said that due to the mercy of Sun, sustenance  of life is possible in third world countries in the prevailing condition. However, a detailed study was not conducted on the subject but it can be neutralised since nature is the best healer which may be also be accelerated by various  (safe) chemical methods.

           Moreover as it will be implemented  in a decentralised manner it will be of negligible effect as it is also proposed to  cover the semi-solid mud will be covered by thin layer of removed earth  mixed with Bleaching powder (although not perfectly eco- friendly but being used by the civic bodies) on the next day during disposal of the solid waste. Alternatively, it may be discharged in nearby sewers which will be purified by sewage  Treatment Plant. In the meantime, the toxic inorganic colours will be replaced by Herbal colour prepared from the waste flower as envisaged. (It is most heartening to record that State of Nagaland & Tripura are reportedly  using Herbal colour ) and the sludge removable will not be required, for this, I request Nation Green Tribunal to fix the time limit say 2-3 years.

                           Regarding  raising  points on bad  effect of plaster of Paris (POP) used for making idols(generally in central and western zone) raised in  item 1 of my application even it is not prevalent here in eastern zone Since such activities are also associated with colour pollution, which is generally overlooked, as such the applicant raised the point. Further apart from colour pollution it was mentioned that if mutilated /beheaded idols be that of Durga/Ganapti/ Kali etc. are scattered in sea /riverbed ,obviously give rise to serious effect to the religious sentiments which would  touch  the heart of any person irrespective of caste and creed since it reminds him that only on other days it was worshiped and bid farewell in moistened eyes. Should we not respect their just and legitimate sentiment to avoid it? So during immersion, the idols must not diminish obeisance to the image of God/ Goddess. In brief Hon’ble judges rightly pointed out the mutilated idols ( broken or headless/ armless) resurging on the surface of water obviously give rise to serious  negative effect to the religious sentiments of the sensible  spectator (ref page 11 of the judgment)
                      The present applicant also thought out a plan to get rid of pollution of water and religion from POP made idols. .As he gathered from the various writ petition, the main problem lies in the disposal of POP. The suggested method for ‘BUMI SHODAN’  of clay idols will be applicable for the  POP also, it should be removed after the procession to an earmarked place /low land/ temporary space along with the structure to be segregated for reuse as per 3R principle. After that the hardened De-hydrated calcium sulphate (CaSo4 2 H2O ) should be treated in suitable condition to Re-hydrate to regenerate  2CaSo4 H2O (Plaster of Paris) and can be sold to reuse, this is as simple as that. It can be achieved with little speck of Chemistry knowledge like the ‘cobbler applicant’ which may be discussed for implementation. Further, with reference made in their only affidavit WBPCB dt. 13.7.16 ,regarding the report of  R & D committee,  I like to add further that though solubility of CaSo4 is 0.21 g per litter at 20 degree C . on prolonging contact the PH  of the water will change to  above 7 and will be alkaline to make the water unsafe, not conducive for the aquatic  organisms. So we should remove it from water at the earliest to prevent damage.    

                                 Sirs, nobody including the CPCB  raised the issues hereinbefore. The applicant will be thankful if attention is focused on this issue to solve the problem of other zones in the Judgment in order to draw the kind attention of different zones of NGT for which the applicant is ready to discuss with concerned stakeholders for implementation without further delay. He may please be contacted through E-mail. If permissible,  the same may be communicated in the judgment.

                                  Some of the states like  Skkim,Mizoram, Arunachal Pradesh , Nagaland communicated in their affidavits that a number of idols immersed in the water bodies are less (no one mentioned the actual number) therefore they did not consider it serious. As such I requested the concern states not to follow the faulty guideline  and to avoid insurmountable problem of withdrawing the idol after immersion, the suggested land  obliteration  method ‘Bhumishodan’  will be more pragmatic, moreover number of idols will increase in future as such they should implement and practice it to be habituated in scientific method for next-generation, before facing problem as prevention is our ultimate aim not curing after pollution .

.       For brevity I need not elaborate further, instead, I request you to browse through the attached document (Attch.-3)praying to all the 29 chief ministers of States and 7 UTs to implement ‘BS’ to commemorate the 150th. birth anniversary of ‘Father of the Nation’ Mahatma Ji But nobody came forward to support the retiring citizen.

                   In 1993-95 data supplied by CPCB from their studies on ‘Impact of Dussera Festival’ indicated that from 15000 idols of only Goddess Dura immersed in the river Hooghly in West Bengal released16.8 tons of Varnish and Garjan oil, 32 tons of colours contaminated with heavy metals like manganese, lead, iron, mercury and chromium which accumulate in endemic fishes vegetables, corns, etc. which may easily enter in the human body through food and drink chain which Ganga provides.

                         Presently the number of Durga Puja estimated to be more than 50 thousand around Kolkata these are immersed mainly in Ganga (Hooghly) and in whole West Bengal, it will exceed 1,5 Lakh let alone other Pujas throughout the year which are also immersed in other rivers and in water bodies. So the Load of pollution can well be imagined. Last year I went to take picture of immersion of Grand procession arranged by the state Gov. in one of the main Ghat at Kolkata for my affidavit. At that time one foreigner who was also taking the pictures approached me and asked why the beautiful images are thrown in the water and removed only the garbage as the idols melt in water to make it dirty, it could have been done in the land itself. With unimaginable embracement I fumbled and only somehow utter ‘it is our custom’ and melted in the crowd. Sir how could I inform him that “Yes we can send a rocket to Mars but we use the crane to remove soluble pollutant with the crane! Yes, we use a Mobile phone during open defecation”

           You would appreciate the most appropriate quote by Gandhi Ji, “The earth has enough resources for our need but not for our greed” depicts his concern for nature and the environment. Moreover, in all the international conferences e.g. Stockholm conference in1972 or the Rio Earth summit in 1992, the same concerns were raised and became the principal focus. Furthermore, in our country the Chipco movement, the Narmada Bancho Andolan derived aspiration from him. It is pertinent to note that he was recognized as the “World’s early environmentalist in vision and practice” He made cleanliness and sanitation an integral part of the Gandhian way of living. As he said, "Sanitation is more important than independence.” His dream was total sanitation for all; as he told “I will not let anyone walk through my mind with their dirty feet.” and said, “Superstition and truth cannot go together”. He wholeheartedly whispered the adage “cleanliness is next to godliness” and became an image of it.

                           Also, I like to remind Rabindranath Tagore who first raised his voice towards the water pollution by mankind; in 1916 during a journey to Japan he saw the oil spill at the sea which perturbed him imagining its implication in the water body, he became restless and express his distress for nature subsequent lectures in Japan. This also provoked him to write at length about present culture and habit of human being of destroying something to create something for themselves with its limitless greed. Which gave birth to the classics, ’Rakta Karabi’,'Muktadhara’ and enumerable songs and poetries on Prakriti. He used to say “Turn a tree into a log and it will burn for you, but it will never bear Flowers and Fruits.”With these views Rabindranath introduced “Tree planting” and “Ploughing’ ceremony in 1928 and remarked “These are an auspicious ceremony to return the debt to mother’s treasury “ It is still continuing on Kabiguru’s death anniversary on 7/8 August. Most unfortunately even after the lapse of more than 100 years we are in deep slumber and destroying even Mother Ganga with colorful poison containing oil and varnish, and indiscreetly destroying forest let alone tree as advised.

                   Notwithstanding, in the meantime DG, NMCG on 4.10.19( Attch.-4) has indicated that center imposes Rs, 50 thousand fine on idol immersion in Ganga & tributaries. District magistrates have been entrusted to enforce a 15-point directive with the CPCB proposed method which I call  ‘temporary pond synthetic lining (TPSL)as an alternative to immersion and withdraw(IW). However,TPSL method was challenged in my affidavit as I feel it will be jumping from frying pan to fire and also remarked: “even Lord Ganapati can not abate pollution by it”. Therefore they should confess the blunder and modify it without delay to save innocent populace but CPCB maintained absolute silence resulting in the continuation of the superstitious mortal process.

                    It will not be irreverent to mention the issue of nomination of Durga Puja to get recognition in the cultural heritage of the Humanity list of 2020 UNESCO through the ministry of culture, Govt. of  India. I have written letters requesting to introduce the ‘ Bhumisodhan’ process in the dossier prepared by Centre for  Studies in Social Science Calcutta(CSSS) to Dr. Mahesh Sharma, Minister of Cultural Affairs Govt. of India, Mr. Arti Bhattacharya, Ministry of Home & Cultural Affairs ,Govt. of West Bengal and Professor Tapati Guha Thakur, Director CSSSC etc, Since I came to know that the process of immersion will not be depicted in the videos and pictures as it will not be allowed to demonstrate that water is being polluted in this fashion to remove poison by a crane as in London Spring Festival.             

      However,In addition to that it will be highly appreciated if the worship of so-called ‘ Kalabow’ which is agglomeration of nine plants with medicinal values  & nourishment named is ‘NAVA PATIKA’ earmarked with nine names of mother is highlighted in the Ealing hall decoration of LSU to inform people that our Duga puja is nothing but worship of nature which our ancestors introduced thousands of years back apprehending the present stage of climate change. 

        MOREOVER, GROUND OF ENFORCEMENT OF LAW TO STOP IMMERSION IN  WATER BODIES WAS  VIVIDLY DISCUSSED ON ITS IMPORTANCE / SIGNIFICANCE IN THE BACKDROP OF EARMARKED DAYS  e.g. 22ND MARCH AND 19TH. NOV. ‘WATER FOR JOB’ & ‘TOILET FOR JOB’ RESPECTIVELY, ALONG WITH NATIONAL MISSION FOR CLEAN GANGA(NMCG) , NAMAMI GANGA/SWACHH BHARAT MISSION ETC.IN MY DIFFERENT AFFIDAVITS

 FURTHERMORE, SUCH BAN ORDER IS NOTHING NEW SINCE IT IS IN. VOGUE IN OUR COUNTRY SINCE 2013 .  The Allahabad High Court on October,08,2013, put a ban on the immersion of idols of Gods and goddesses in Ganga and Yamuna rivers in Uttar Pradesh. The court also dismissed the plea of the state government that the idols would be immersed and then fished out.The HC bench of Justice Ashok Bhushan and Justice Arun Tandon asked the state government to ensure a blanket ban.

       Notwithstanding, It would not be irreverent to mention that the tribunal had to pass such orders as it was pointed out in my affidavit and arguments that the present process is a violation of Indian constitution Acts summarised as under i)Right to live in a clean environment under the arena of Article 21 ii)42 amendment added with 48a the directive principle of the state policy, iii)Article51A clause (g) which deals with the fundamental right /duties of the citizens of India to protect and improve the natural environment including forest, lakes, rivers, and wildlife promulgator iv)Moreover Articles 47,48, and 51(g) of the constitution has been promulgated in Environment protection act1986 and implied, therefore, this has become a part of our law as well as a part of international law. Details discussed of my argument Ref.DY. NO.-326/2018/EZ DT.04.10.2018’,. and appreciated by the tribunal

                                       I urge upon you all to keep strict vigilance on this important aspect as you would appreciate that the quality of the water is also important with quantity. Since dismay pictures are witnessed in the quality of available water; so far the quality index is concerned our rank is 120  in a scale of quality index table of 122 countries, with163 million Indians lacking access to safe drinking water, about 200000  Indians reportedly die per year. One-third of 600 district’s groundwater is  not fit for human consumption due to concentration of  iron, fluoride, salinity, arsenic beyond permissible limits about  65 million people  of West Bengal suffer from fluorosis and  5 million suffer  from arsenicosis .,

              It is also reported that about 70 percent of water supplied in pipeline is polluted with solid waste, sewage liquid, Industrial effluent, domestic and Festival wastes to name a few. The content of coliform, intolerable proportion of metal compound and unpermitted physical and chemical parameters make the water beyond human even animal consumption. As such I have indicated that Festival and temple waste (produce daily) along with municipal should be considered as industrial waste. And ’zero’ discharge certificate should be obtained from a competent body.

        Food and Agriculture Organization (FAO) warned in 2014 , UNICEF’s Report on “Thirsting for a Future: Water and Children in Changing Climate in 2017’, World Economic Forum(WEF) in a report in 2017, NASA , Niti Aayog, Central Ground Water Board (CGWB), International  Earth Science Information  network etc have had  focused in unidirectional concern  about shortage of water and warned that by next year 21  cities of India will approach ‘ZERO’  Groundwater level, opined  that  if such condition persists India will  be compelled to Import water.

         United nation human development report 2006  and the millennium declaration report 2000 clearly established the relationship between water scarcity & poverty. it is  must for human survival but at present  about 2 billion people live in countries earmarked ‘high water stress’ and  4 billion with ‘severe water scarcity’  according to un human rights report since mention this crisis may endanger democracy as  mentioned 4 billion people  of India will have no excess to ‘clean’ water by 2030 there will be mass migration. people will be desperate for drinking water , rule of law will be jeopardized;  the report has given India 5 years  time  to face the consequences the  present water-poverty  correlation is to be considered  equivalent  with oil in last century and such role of water may be culminated in  geopolitical relation .as  such ‘water war’ cannot be altogether discarded                                                                                                                                                                       

                          As stated above the enormous amount of carcinogenic pollutants are added every year through  so called immersion(Actually it is RE – IMMERSION  as per our religious dictum all images are immersed in the worship premises following  ritual religious  earmarked as ‘’ Darpan Visargan” a well thought our plan by our predecessor to avoid pollution of water  details should not be discussed for brevity ) to satisfy our superstitions, in  water bodies including Ganga which  provides water to over 500 millions of Indian, so contamination in one source of water could affect millions of lives in one go. It is most astounding that only 30 percent of wastewater in India is treated before disposal and rest is retained in ponds, lakes, wells and as groundwater; even now after about four decades since Ganga action plan was introduced in 1985,
According to a study, India’s groundwater depletion has increased by 23per cent in one decade from 2000 to 2010 and we also consume 24 percent global total, astonishingly more than China. As it is advanced we are sucking out about 30gigaliters of water from the mother’s womb. Only proper distribution associated with restoration, reconstruction & recharging potentiality can bring success.
                 As recorded above, Presently almost 70 percent of the water supplied is contaminated if unchecked it will reach 100 percent. Most, unfortunately, nobody is expressing anguish in this direction. Most are concerned only with the quantity and eager to plan on this count and directed towards replenishment of the groundwater neglecting its quality. As such paradigm shift of transition from for more and more supply to venture upon improved efficiency in the direction of maintenance of purity, Utilisation, above all Zero wastage.

             The dilly-dallying and/or silence in respect of the judgment against such practice to pollute the essential commodity like water, the respondents are directly responsible in the court of law for such offense The legal experts opined that even after so much negative and compromising attitude, Green Tribunal is compelled to slap penalty as demanded and agreed in the order, until the respondents adopt the BS process as has been recommended by them or knock the door of the supreme court. However, the applicant informed the NGT in writing that he will fight to any extent even approach Hon’ble Chief Justice/ President to avail justice as per the constitution
