The recent Pay as You Throw (PAYT) blue bag shortage has once again brought this program into the spotlight. Long before the pandemic and subsequent supply chain and manufacturing issues, the blue bags have suffered from problems with availability and quality. 

With the implementation of the single stream recycling program and town supplied recycling bins and pick-up, tonage of trash has decreased over the years. With this evidence of behavior change, it may be time to review alternative PAYT options that do not rely on the availability and quality of specific garbage bags.
