Have Professor Singhal of the UCR Intermediate Composition course to cancel the final exam because he failed to post the final exam prompt in the time that he previously stated he would post it. This gives his students less time if any time at all to complete the final in time to have a finished and academically absolute essay in adequate time. If Singhal prompts to have the final pushed to a later date it would then not be fair to all of his students because they will have others finals to complete or might be busy with other important things if he were to push it to a later date. Therefore in all fairness it would be the best decision for Professor Singhal to cancel the final for the Intermediate Composition course at UCR.
