This is a petition to raise voice for the farmers’ rights. The toilers of the land deserve our maximum support. The amendments passed by Parliament of India on agriculture reforms – The Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Act, 2020; The Farmers (Empowerment and Protection) Agreement of Price Assurance and Farm Services Act, 2020 and The Essential Commodities (Amendment) Act, 2020 – were introduced in the Parliament on September 14 to replace the ordinances issued during the lockdown.


1. The Farmers' Produce Trade and Commerce (Promotion and Facilitation) Act aims at opening up agricultural sale and marketing outside the notified Agricultural Produce Market Committee (APMC) mandis for farmers, removes barriers to inter-State trade and provides a framework for electronic trading of agricultural produce. It prohibits State governments from collecting market fee, cess or levy for trade outside the APMC markets. This endangers the small farmers and middlemen who constitute a significant market share in Punjab’s agronomy. 
2. Secondly, the dismantling of the monopoly of the APMCs is a sign of ending the assured procurement of food grains at minimum support prices (MSP). This is the main concern of farmers in Punjab and all across India. 
3. These amendments are direct encroachment upon the functions of the States and against the spirit of cooperative federalism enshrined in the Constitution.


It is high time for all of us to stand for the food growers. We should forget our party differences or even ideological differences and come together on one platform to stand with the farmers and oppose the implementation of these acts in our state. NRIs settled abroad should also take up the cause of farmers of Punjab and sign this petition in maximum number to save Agrarian community.
