MAKE THE NATIONAL DATABASE ON SEXUAL OFFENDERS PUBLIC

A National registry of sexual offenders is a requisite for India where criminal incidences against women has always been on a soaring high. The Nirbhaya case led to a much needed initiative by the Indian Government and the Ministry of Home Affairs launched the National Database on Sexual Offenders (NDSO). But, this database was made exclusively accessible to the law enforcement agencies having access to Inter-operable Criminal Justice System (ICJS).

All of the 50 states of the United States of America enable each of its citizens to have access to the latest information with respect to their National Sex Offenders Registry. India has infamously been called unsafe for woman and holds a very low rank of 133 out of 167 countries in Women, Peace & Security Index (2019). A report by Thomson Reuters Foundation (2018) asserted India to be the "worlds most dangerous country due to the high risk of sexual violence" followed by Afghanistan and Syria. 

We need a social deterrent with a statutory force to abolish the rape culture or occurrence of any form of sexual abuse. The fact that India even has a rape culture is in itself shameful. By making the database of sexual offenders public, we are empowering millions of women, children and specially abled by arming them with the most powerful weapon of all - the weapon of knowledge.
