Remove Section 144 CrPC imposed in Ukhrul

On 30th August 2014, Manipur state police commandos fired upon with live bullets on unarmed peaceful protesters. Two civilians died on the spot and scores of people were injured, including women. This happened during a Peace Rally against the imposition of Section 144 CrPC in Ukhrul district head quarters in the state of Manipur. The police rained tear gas, smoke bomb and live bullets on the crowd resulting in loss of life and put the entire town in chaos.

For close to two months now, Ukhrul town has been under the blanket imposition of 144 CrPC and heavy presence of state police commandos and India Reserved Battalion (IRB). The commandos and IRB are two units known for their high handedness.

It may be recalled that on July 12, unidentified gunmen killed the former vice chairman of Ukhrul autonomous district council near Finch corner, some 25 kms from the town. The state govt responded by arresting four cadres of NSCN (I-M) from their office at Ukhrul town and brought them to Imphal. This was followed by promulgation of Sec 144 CrPC and heavy deployment of forces in battle-ready mode in Ukhrul district headquarters. Is the govt blaming the whole of Ukhrul town and its citizens for the killing?

There is cease-fire between NSCN and Indian security forces, and peace talks are in place with the Central government. By militarizing and keeping Ukhrul town under siege, the sinister design of the Chief Minister of Manipur, O Ibobi and his govt is quite telling.

The entire town is taken for a ransom. Normal life and public tranquility has been shaken. People are panicky, insecure and fear of what lies ahead. Through democratic and peaceful means, the people have been protesting and appealing to the authority since July 13, yet received with no response. The public and civil organizations in the district have been telling the Government that there is no law and order situation in the town. The Govt is not ready to listen but insisted on prolonging the siege.

We condemn any form of killing. But keeping a district headquarters under siege for over a month is a step too far. And now, to shoot and kill innocent civilians for asserting its rights and attempting to make its voice heard, the police commandos and state govt has committed a gross violation of the law.

Naga people have suffered enough; we have shed enough blood. We want peace and no more of bloodshed. Ukhrul wants peace. Ukhrul wants its normal life back. That is why I started this petition urging the Hon’ble Prime Minister of India, to tell the Govt of Manipur to immediately revoke Section 144 CrPC and withdraw all police commandos and IRB men from Ukhrul. Join me in telling the PM to take action that is just.
