The City of Naperville issued an RFQ, requesting proposals and qualifications from developers for seven parcels of taxpayer-owned land surrounding the train station (Fifth Avenue Redevelopment). The RFQ responses were reviewed behind closed doors by a hand-picked committee, who awarded Ryan Companies their "favored" status. Ryan will be able to build in the area in a "no-bid", non-competitive process. The initial Ryan concept included several buildings of 5-7 stories, only one parking garage for train commuters, and the addition of 1,000+ new residents to an area totaling less than 1/4 sq. mile. The next city council meeting will be on Oct. 3rd, where the council hopes to sign with Ryan Companies. The residents of Naperville want to re-start the process by canvassing the community & developing a vision for the properties before issuing a development RFP.
