Dear Congresswoman Nancy Pelosi,

The major scientific report issued by 13 federal agencies on Friday November 23rd presents the starkest warnings to date of the consequences of climate change for the United States, predicting that if significant steps are not taken to rein in global warming, the damage will knock as much as 10 percent off the size of the American economy by century’s end. This would be twice the size of the impact of the Great Depression.

This data- and science- driven report, produced by the 13 federal agencies and more than 300 of the nation’s top scientists, confirms yet again that carbon pollution from burning fossil fuels and other human activities is increasing global temperatures and driving more deadly and devastating hurricanes, floods, wildfires, heat waves, sea level rise and other effects with serious economic and public health consequences for communities across the country.

This report alongside the Intergovernmental Panel Climate Change Report of October 8th, 2018 are calling out the crisis and timetable for mitigation of climate warming. This report states: limiting global warming to 1.5 C would require rapid and far-reaching’ transitions in land, energy, industry, buildings, transport, and cities.  Global net human-caused emissions of CO2 would need to fall by about 45% from 2010 levels by 2030, reaching “net zero” around 2050. This means that any remaining emissions would need to be balanced by removing CO2 from the air.”

Using executive actions to continue fossil fuels, President Trump, Acting EPA Administrator Andrew Wheeler, and Department of the Interior Secretary Ryan Zinke are endangering the lives and prosperity of the American people. Congress must confront this betrayal of the facts head on and push legislation that will transition us to renewable energy as soon as possible.

This past week a bipartisan Bill was introduced to put a price on carbon. Should this bill fail in this session, I am urging you to make it a top priority legislation in January of 2019. Pricing carbon will have a significant impact in enabling the country to take a major step in transitioning to renewable sources of energy. I propose the passage of a “Fee and Dividend” MODEL that authorizes a fee on carbon at the point of entry and subsequently reimburses this money on a monthly basis to every household in the United States. This model protects hard working Americans from bearing the brunt of this cost. As you may know, this legislation is championed by The Citizens Climate Lobby and has already over 100 sponsors of Republicans and Democrats in the House to bring this legislation up for a vote.

This legislation by itself will not be enough to get the country off fossil fuels but it will be a critical first step. I also advocate that an Energy Transition Committee is established in the House to review and endorse additional steps and initiatives that must be taken in transportation, building energy efficiency, electric power grid enhancements/security and infrastructure guidelines to enable communities to withstand future devastating impacts of climate change.

We cannot afford to throw away our last shot at a healthy and sustainable future for our kids and future generations. Thank you for taking the time to read this request.
