A Call to Action for City of Nanaimo Council to address the violence against an Indigenous woman in the workplace

Tracy Samra, an Indigenous woman and Chief Administrative Officer (CAO) for the City of Nanaimo, has been dealing with unconscionable workplace violence enacted by some Nanaimo political leadership in her work. This hostility towards Ms. Samra, who is a member of Saddle Lake Cree Nation, reflects the broader legacies of racism and sexism that shape Canada’s long history of colonization.
As covered in recent media reports, Samra endured a physical assault in her place of work, and is subject to repeated efforts to destroy her reputation as she carries out her duties as the city of Nanaimo's Chief Administrative Officer. No public apology has been issued regarding this attack. Further, as reported in recent media coverage, a third-party investigation into workplace matters found that Mayor McKay, Councillor Brennan and former Councillor Pratt created a hostile workplace for Ms. Samra at Nanaimo City Council. It is unconscionable for Indigenous women to endure ongoing violence in the workplace, let alone to be subject to physical assaults while carrying out their work for the citizens of Nanaimo.
In this time of national reconciliation, we expect municipal governments to treat all Indigenous peoples with respect and dignity. This includes Indigenous employees carrying out the work of municipal entities.
Action needs to be taken now. It is time for Council to act upon the legacy of violence against Indigenous women in Canada, and to acknowledge the violence Ms. Samra has endured in her duties as Nanaimo's CAO. It is time for an official apology to be issued by municipal leadership for the violence against Ms. Samra, and it is time for Mayor McKay to resign.
