The crimes of aggression, which are Crimes against peace, and crimes of Genocide committed by Germany against Ovaherero/Nama nations in 1880's which culminated in the 1904/05 orders by General von Trotha's Vernuchtung Befel against Ovaherero/Nama nations. These orders by Germany are crimes against Humanity in accordance with ICT, ICC Statutes, Which are also defined  by UNGA resolutions of 1951, as crimes punishable under international law. 

These are crimes to which Germany must answer at the Hague (ICJ and ICC and under Special Tribunals). There are no negotiations required with Germany, the only honorable act is for the Namibian Government to place these charges on the agenda of the UNGA for its consideration and action.

With these petition, I Fritz Heinrich Dausab, wants to reiterate the position that lack of Universal Jurisdiction, which curtails possible bilateral diplomatic resolution on these matters. Diplomatic efforts, I might add is completely beyond the scope of bilateral jurisdiction, which means nothing can be agreed upon in the so-called Genocide Talks between Germany and Namibia.

First because the Namibian State does not allow on its Genocide Penal, the spokespersons of Ovaherero/Nama groups, which the Namibian Government claims to represent. An example, such as the Disappearance of (my grandfather Fritz Koopman's brother) Heinrich Koopman, a big-farmer near Aus in Namaland who disappeared in 1904, with cattle and farm implements being confiscated by German Troops. This Petition is overdue, while the Genocide Talks with Germany, and subsequent court-cases in the USA could have been used by Germany to address their Genocide inflicted upon the Ovahere and Nama Nations in Namibia. Apart from the loss of human lives, material goods such as cattle, land and farm implements were lost by the Ovaherero and Nama Nations. 

Germany, must take responsibility, just as they were forced by the Allied Nations to take responsibility for Jewish Genocide at Auschwitz and other concentration camps.
