Parking lots can be large, busy, dangerous places at the best of times. Those who are disabled, have small children or are pregnant are the highest risk in parking lots as they are typically slower moving, and/or have equipment to remove from the vehicle, increasing the amount of time they are standing in the parking lot. Parents with small children also are a cause for concern due to the fact that small children are just learning the rules of parking lots and generally have poor insight into personal safety. All large chain grocery stores, big box stores, strip malls and similar shopping locations should be required to have a minimum number of both handicap spots and expectant mother/young family spots based on the size of the store. These spots should be adequate in size to accommodate space for removing equipment and small children from the vehicle, i.e. wheelchairs, walkers, car seats, strollers, etc. Addition of expectant mother/young family spots should not take away from current handicap spots. Similarly to handicap spots, fines should be applicable to expectant mother/young family spots to deter those who don’t meet the criteria of these spots from parking in them. Criteria of expectant mother/young family would be any woman who is pregnant, and those with small children aged 4 and under. Handicap spots would continue to require their handicap parking pass.
