it's a  loose usage of the term war footing....for eg floods or even evac of civilians from Yemen was reqd and justifiable etc.There's no war on here and besides there are agencies tasked for it the BMC, rlys etc....This way no one will be accountable....A bridge comes up and the tragedy is forgotten.....If that is the case hand over policing and running of the country etc to the Army....Sure they will do a better job than most politicians.... Like the Britishers did it's best to leave the Military men in their cantonments.....Getting them involved in civilian infra development etc has its own pitfalls.....
secondly the tech that we guys have in building bridges at least is pretty ordinary......Our bridges are mainly temporary structures to get men/ vehicles across obstacles in difficult terrain.. not sure how long lasting it will be..... sure the construction world biggies have much better know how in that Dept.....
Finally contrary to popular belief these men are training each day for war...The Engineer Corps building this bridge which has no parallal in warfare is impinging on that training.....Thereby affecting operational preparedness.....
Unfortunately the Army guys feel somehow that declining a request would be a blot on their efficiency....And thereby playing into the hands of the inefficient government and Beauraucracy who gleefully pass on the buck.....
