Restore Fundamental Human Right of Dr. Chandra Kant Raut

Government of Nepal (GoN), has annulled the passport of Dr. Chandra Kant Raut and frozen his properties and his savings account. GoN's decision to annul his passport has trampled his fundamental right of freedom of movement. By freezing his property and savings account GoN has hit the livelihood of his family, which includes a pregnant wife and two young children. Dr. Raut, a Madhisi right activist,  was dependent on this savings account to support the daily needs of his family.

GoN's activity has inhumanely affected the very subsistence of his family. Dr. Raut needs to pay for food, rent and medical treatment for his pregnant wife and school fees for two little kids.

Furthermore, Nepal Police is moving trying to get Dr. Raut’s Facebook and Twitter accounts suspended through legal means. This is a clear infringement on his right to freedom of speech.

After arresting Dr. Raut on 2nd February 2017, Nepal Police filed a writ of ‘Organized Crime’ in Siraha District Court against Dr. Raut and his supporters on 3 April 2017, after keeping them in custody for 60 days, citing investigation. This was done in response of Dr. Raut addressing a mass-rally in Lahan, Siraha district on 18 January 2017, Martyr’s day which was attended by thousands of Madhesis. His growing popularity has irked the establishment of Nepal which has been an accomplice in institutional discrimination against Madheshis.

Dr. Raut holds a PhD degree from the University of Cambridge, the UK He worked as a scientist in the USA prior returning to Nepal in 2011 to work for the upliftment of the Madheshi society.  He is the founder of the “Injot Movement”, an initiative for social transformation targeted at underdeveloped nations like Nepal, Bangladesh and Ethiopia. He has also authored ‘A History of Madhesh’, ‘Madhesh Swaraj (Self-rule)’ and ‘Denial to Defence (autobiography)’. He is the director of a documentary, ‘Black Buddhas’, highlighting discrimination, racism and colonisation imposed on the “black” Madheshis by the Nepali ruling class people. He has given talks on the issues of the Madheshis, throughout the world, including at Harvard University. In recent years, following the principles of Buddha, Gandhi and Mandela, he is leading Alliance of Independent Madhesh and has been advocating for an end to racism, colonisation and discrimination imposed on the 12 million indigenous “black” Madheshi people, the people of the southern plain region of Nepal called Madhesh/Terai, by the northern Nepali ruling class. He has been arrested 13 times in last 4 years and was held under house arrest for 8 months. 

We urge the national and international human rights organizations, and the international community to break their silence and step in and pressurize the Government of Nepal in restoring fundamental Rights of Dr. Raut
