Mr.Dutton grant Kevin Wall citizenship for Rio Paralympics as an Australian, before Feb 13

My name is Kevin Wall. I am a rower with Cerebral Palsy, and I am seeking Australian Citizenship to fight for the chance to help represent this Country at the Paralympics in Rio this year.
I have less than 3 weeks to become a citizen to be eligible for selection.
I have lived in Australia for 4.5 years, and have been seeking permanent residency and citizenship for at least 2 years now. Cerebral Palsy has hindered my visa path way over the last 4.5 years with respect to my migration to Australia. Due to my disability, I have found it difficult to retain employment for the time needed to obtain permanent residency, despite all my employers being happy with the quality of my work (and who have supported me as much as they could). However I am now employed full time in NSW, and am extremely grateful to both my current and past employers for their support.
My application for permanent residency and citizenship was submitted 2 months ago, after many delays due to my employment and difficulties with the English test I was required to sit (despite only speaking English, albeit with an Irish accent).
Although I have run out of time for my application to proceed through the standard channels, There is provision for the minister to use his discretion to grant me citizenship. I qualify for ministerial discretion (due to my status in rowing, and on account of my disability, one of the first times it has had a positive impact on my application), but the legislation is holding me back.
In the last few weeks I have tried contacting Mr Dutton in his constituency office and his parliament office in Canberra, and have made a formal request to meet him, but with time been of the essence I have even messaged him through Facebook. I am doing everything I can however to speed the process up and to encourage the Minister to make a decision before I miss the chance to qualify for the Rio Paralympics.
Please help me to cut the red tape and give me the chance to make my new home proud for both Rio and beyond.
To Mr Dutton: please Mr. Dutton, I am not asking to be awarded a place in the 1st Australian LTA Paralympic crew (a history-making boat if it is selected), but only an opportunity to compete on a level playing field with my fellow para athletes, where my nationality does not hold me back, and the opportunity, if I am fast enough, to support my fellow Australian athletes in being part of the quickest crew we can send to the Paralympics.
