Both the Knoxville and Knox County Plans call for residential development at this intersection. Commercial development is a violation of Plans previously approved by our governments and our community.

Why do we need further retail development at Westland Dr. We already have the Northshore Town Center development one exit up that is not developed and stores that I would say are less than busy compared to their counterparts at Turkey Creek. The community has plenty of grocery, pharmacy, banking, and fuel options. What could possibly be needed? If the church wants to remain and continue to operate then great! We don't need more commercial development at this time though.

Fox Rd. and Emory Church Rd. are currently dangerously over loaded. The railroad, geology of the area and residential development makes future improvement of these roads almost impossible. Deliberately increasing commercial traffic on these roads will be a disaster waiting to happen and impossible to prevent.

Another commercial development is not needed. The increase in traffic volume would only create more issues and increase the probability of accidents.

The property should remain as a green space with sports fields or a church. There is enough commercial property available within 5 miles.

1. Both the City Plan and the County Sector Plan - as approved by the governing bodies of Knoxville and Knox County and the residents - call for residential zoning. Despite the growth over that last thirty-five years, the Westland/Emory Church area continues to be a residential neighborhood. Both the City of Knoxville One-Year Plan and the Knox County Southwest Sector Plan call for continued residential development in our area. That is the law. There have been no changes in our neighborhoods to warrant violation of the City’s and County’s own Plans.
2. Access to Concord Baptist’s property is on two, two-lane residential roads and the property is at two intersections that are already heavily congested, despite recent improvements. Now that A.L. Lotts Elementary has re-opened, school traffic at peak periods of the day and evening compounds year-round congestion and safety issues. There is already inadequate staging for turn lanes for residents’ daily use. Back-ups already restrict homeowners’ access to their property (Westland Crossing, Moorefield Road, Woodland Springs, Treymour Way, Garrison Ridge, et al). Commercial re-zoning will put thousands of additional cars per day on these roads and in these intersections.
3. There are hundreds of commercial developments within two miles of this property. Additional commercial development is not needed for the surrounding neighborhoods or for the community as a whole
