Moroccan national have the right to enter Morocco regardless of their vaccination status. It's understood that a PCR is needed, but vaccination should NOT be a passport for a Moroccan to visit Morocco.
An example can be taken from countries like USA and UK who never prevented their US/UK nationals from entering the country, regardless of their vaccination status.
