New Parking Regulations- Morgan's Run
Why this petition matters

- As of June 1st, the HOA Board of Directors ("The Board") has implemented changes to the Morgan’s Run Parking Regulations that impacts all homeowners who park outside of their garage, including those who own too large a vehicle to fit in their garage or owners with > 2 cars. The original regulations allowed these 2 types of owners to be issued parking permits at no charge. The Board has arbitrarily changed the original regulations to now impose a fee of $30/month on all owners who need/want to park outside- with a primary goal of preventing owners from parking in spots designated for Visitor’s Parking except for on Painthorse Drive. Imposing a fee on those who can only park outside their garage will not free up any parking spaces. Also, charging $30/month to use the garage for other reasons outside of parking may actually be appealing to some. This new parking regulation imposes unnecessary and ineffective fees on owners who are unable to park in their garage and is not conducive to the cause of making Visitor's Parking spots more available or enforcing owners/residents to use their 2 car garages.
- Per the Resolution of Morgan’s Run Association Regarding Policies/Procedure- Policy for Adoption of Policies, effective date of May 17, 2008 states “The Board of Directors will adopt rules and regulations to better the community. In many circumstances, these rules and regulations will be formulated based on the needs expressed by unit owners.”- This petition is to provide the community an opportunity to express their opinion and have a voice to the Board that this new Parking Regulation will in fact not better the community but only impose an ineffective fee onto the owners/residents who have no option but to park outside.
- In the case that the majority of the community petition against this new regulation, the Board of Directors is requested to improve the community by reversing the amended new parking regulations enacted as of June 1st, allow the formation of a Parking Regulation Committee made up of homeowners who can justly represent the different types of homeowners directly affected by this regulation throughout the community, and/or take a community vote on how best to regulate parking in the community.
