Resolution No. 170687 adopted August 31, 2017 directed the City Manager to engage with regional partners to develop and recommend a comprehensive strategy aimed at decreasing the negative impact of flooding along the flood prone areas in Kansas City. The Little Blue River watershed was negatively impacted by the Flood Insurance Rate Maps adopted by the City January 20, 2017 that were based on decades old modeling fitted to LIDAR topography with limited field verification. A partnership opportunity currently exists with FEMA, AMEC, U.S. Army Corps of Engineers, Jackson County, Missouri, Lee’s Summit, Missouri, Independence, Missouri, Blue Springs, Missouri, and others to update the Little Blue River modeling and field verify topographical data to be used in bringing the Flood Insurance Rate Maps up to date. The partnership should also look at additional opportunities to decrease negative impacts of flooding in the Little Blue River watershed.
Action Petitioned for:
We the undersigned residents and/or landowners at least 18 years of age in Jackson County, Missouri in the city limits of Kansas City, Missouri request the City Council direct the City Manager to engage in the following activities:
1. Establish a partnership with FEMA, AMEC, U.S. Army Corps of Engineers, Jackson County, Missouri, Lee’s Summit, Missouri, Independence, Missouri, Blue Springs, Missouri, and others within 6 months to perform a reevaluation of the Little Blue River watershed. FEMA and the U.S. Army Corps of Engineers have cost share flood risk management programs that the cities and counties can enter into agreements to share the costs.
2. Establish and execute a process to obtain current watershed information including field verified topography with the intent to reverse the negative impacts caused by the previous remapping effort with old data.
3. Perform the updated modeling with this new information.
4. Update the Little Blue River watershed flood insurance rate maps and submit to FEMA.
5. Identify additional opportunities to decrease negative impacts of flooding in the Little Blue River watershed.
