Sole first use launch authorization must be removed from the President of the United States, especially the current one, who has issued injudicious threats about their use.
As a nuclear launch should only happen in case of, or would necessarily precipitate the beginning of, a war, the launch authority must reside with the Congress, as stipulated by our United States Constitution, except in dire situations of imminent danger, and then must be seconded by the Secretary of Defense, or the next designee in the Presidential line of succession.
Therefore, we the undersigned urge you to pass H.R.669 - Restricting First Use of Nuclear Weapons Act of 2017.
