Prohibit transporting pets in carriers attached to the exterior of vehicles

On Friday, March 10, 2017, an SUV type vehicle was observed driving I-64 westbound in the St Louis metro area with only the driver inside the vehicle. On the back of that vehicle was an attachment holding a wire crate and inside the crate was a yellow Labrador Retriever dog. Treating any animal in this manner is nothing short of abusive.
We, the signers of this petition, respectfully request your assistance in modifying Missouri Revised Statues, Chapter 578, Section 578.012.1, Animal Abuse - Penalties, to include prohibition of transporting pets, i.e., dogs and cats, in crates or carriers attached to the exterior of a vehicle, excluding hunting dogs in pickup truck beds..
