Currently, Universities across Canada are allowed to charge unlimited tuition fees for certain undergraduate programs. The tuition costs for these programs are set at the discretion of the Universities. These fees can range from $12,500 upward to $35,000 for domestic students and International fees range between $30,000 to $55,000 per year. This causes a serious accessibility and equity issue, as only students who are well off will be able to bear the ongoing financial burden. "Many opponents of deregulation, including Joel Duff, Ontario Chairperson for Canadian Federation of Students, 'It’s simply a reduce in government funding. It’s transferring the responsibility from society to the individual. It ultimately means that the rich will have better access while the poor gets left behind…it’s just discriminatory,' says Duff" (Chau, 2003).

As a new graduate from the University of Toronto, I paid $19,250 in my final year in tuition costs as a DOMESTIC student, which is in the middle of the spectrum. These costs have increased by an average $1500 year on year. OSAP was never close to covering my tuition costs and left me with an annual $7,000 - $9,000 defect. As I am graduating now, I find myself in a position with substantially higher debt levels than the average student due to the program being deregulated. 

Deregulated students pay 2-3x as much for the same facilities each university has to offer. Course fees for the same courses as a regulated student appear at 2-3x the cost a regulated student may see. This causes serious equity issues. Highly rated schools such as University of Toronto, McGill, University of British Columbia, Waterloo, Dalhousie, and more all practice this deregulated fee structure. This doesn't inhibit competitive culture, only a culture in which the rich have a upper hand. This MUST change. ALL PROGRAMS HAVE TO BE REGULATED and MUST HAVE A CAP ON YEAR-ON-YEAR INCREASES.
