Safe stay place for solo female traveler in late night

Any female solo traveler explore through her wings of courage but what if she landed in unsafe situation.
What if you are traveling solo and you are at a secluded place at late night and Hostel/ hotel incharge deny you to give a place to spend one night when there is no safe place around?
Yes, this happened with me. I was traveling solo to Muktweshar and was staying at a Hostel. On extension of 2nd day stay, hostel POC asked me to leave at 10:30pm at night since hostel beds were booked. It is a very isolated place, and not much properties around. I asked I can manage to stay in common area, but they denied, saying no one can sleep in common area and there the dog has to sleep. Alas !
I booked another hotel at 11:30pm, on reaching there, it was found that that property owner was drunk and whole property was vacant.
I came back to Hostel property. I requested the hostel admin to give me any place. Even other hosteller were ready to support. But stay request was declined, saying rule does not allow to let me stay at property.
I slept in a car of hostelmate and it was asked to park the car inside hostel premise since it was outside the boundary. It was declined, saying gate can not be open, staff is sleeping and it no one else can do it. Having wild animals and unsafe environment is very common thing beyond premise. But it was said they are bound with rules.
I had to sleep in car, outside hostel premise boundary.
I was denied to enter the property knowing the fact that I was traveling solo. This was inhuman behavior where safety had been put on stake on account of 'Rule".
With this petition, I am looking for a basic and safe place for solo female traveler. Female solo traveler shall be accommodated if she needs a place after 9:00PM under the provision of travel SOP.
Wings of solo travelers shall not burn into such unsafe, painful and daunting experience.
Looking forward from travel organizations to lead this exemplary step and create a milestone where females feel safer under basic human need and will empower them to explore.
