Looks like the general public is the only culprit and liable to be fined.
Administrative organisations and government agencies are not responsible in any instance. No rules and regulations are enforceable on them. They are never responsible for any problems. They are not to be blamed for not doing their job.

Citizens are the only ones who suffer the pain, pay tax, pay fine and still put up with whatever is thrown in their face.

The general public is paying fines and taxes, filling up the government treasuries for what. Apparently isn't this money supposed to be used for public welfare? Look at the flooding in the city during the monsoons and the conditions of the roads. They are in such terrible shape. But well that's something we have to deal with.

We do not say that wrong do-ers should not be fined. But it should go both ways. The incumbent government officials should also be fined. We would propose that the fines be introduced for the inefficient government organisations and be made visible to the public.

If you want the country to progress, as much as you claim, lets make the penalizing  equal for everyone. The commoners and the ones behind the tables responsible for the jobs .
