Stop vehicles using high beam headlight in city. #stophighbeam

Most of the two and 4 wheelers (also heavy vehicles) in city move with high beam headlamp on at night. This creates glare and momentary blindness to the opposite traffic, highly increasing the chances of accident. In city, where vehicles are moving at less than 50km/hr, high beam is never useful and the driver cannot see the road clearly as well, causing them to bump in stones/potholes. It mainly creates confusion and problem to the opposite traffic.
After BS-IV vehicles started to come in, the situation became worse, with 2 wheelers moving around with high beam headlight in broad daylight as well.
So my petition to the Ministry of Road Transport and Highways is to make it mandatory to use only low beam headlamp in cities. High beam can only be used outside city in highways.
Additionally, I noticed several vehicles with turn indicator on moving straight for kilometres. This happens because of ignorance of the indicator being in active status. It also increases the chances of accident. So indicator buzzer should also be mandatory for all vehicles, to let the rider know that turn indicator is in active status.
