Making long story short:-
PROBLEM STATEMENT - People move from one state to other with their vehicles, faces problem paying road tax to new state and getting refund from previously registered state. Even if they move for short period, RTO forces them to pay road tax at new state. The more challenging part is to get refund from original RTO from where one is moving to another state. A Bangalore based FB group "Drive without Borders" group has already created lots of awareness about this issue.
SOLUTION:- Upgrade https://vahan.nic.in and automate the road tax transfer process.
Every car must have FASTag RFID. Check the movement of vehicle across the border with this TAG. If say a car moves from Haryana to Karnatka, and stays there for more than 30 days (say 75 days), and come out of Karnatka, an automatic tax transaction is created by Karnatka RTO and submitted with vahan.nic.in. Now vahan.nic.in will charge this tax from Haryana Govt RTO. This will be like interbank clearances. vahan.nic.in will work for all RTO in the same way as RBI work for banks.
The only problem is different rate of road tax in different states. The solution will be to charge at the rate of home state. This will make states RTO competitive.
BENEFITS - There will no no contention between RTOs and citizens and road tax will be shared as per usage.
