Petition for Ministry of Municipal Affairs to Stop Council Overspending in Timmins

 The Timmins taxpayers are fed up! Timmins City Council and the administration for the City of Timmins have consistently displayed a reckless disregard for responsible municipal stewardship over taxpayer dollars. Here are some examples:

- They failed to provide effective oversight of a new water treatment plant resulting in massive, taxpayer-funded cost overruns and serious, unforeseen long-term debt

- They have allowed the mill-rates in Timmins to become the fastest-growing of any municipality in Northern Ontario and one of the highest in Canada

- They have utilized tax revenue to finance an 8-day summer festival in 2017 that is a gamble (they openly admit they "hope" to break even)

- They refuse to confirm whether staff "volunteer" time on the aforementioned concert will be factored into the cost of the event

- They have voted to proceed with a new $43 million recreation complex with no business plan, no arena rationalization study and no commitment from senior levels of government

- they have agreed to provide Northern College with $2 million in unrestricted funding to construct an emergency services training facility with no demonstrable return on that expenditure

- They have repeatedly engaged in single-source procurement practices

- They have ignored their own bylaws to finance private water and sewer development

- They have ignored credible third party warnings related to finances and operations

They have done all this and more while the city's population and tax-base is shrinking (per Statistics Canada data) and while knowing that the city's major employer, Glencore Kidd Operations, has announced a 2022 closure, which will greatly reduce the city's industrial tax base with no replacement in sight.

Therefore, the Timmins Taxpayers' Association, through this petition on behalf of the citizens and taxpayers of the City of Timmins, calls on the Ministry of Municipal Affairs to immediately seize and assume managerial responsibility for the day-to-day management of municipal operations for the City of Timmins until such time as the city's financial practices are under control to prevent further distress on an already heavy and unmanageable tax burden.
