Scrap KVS Zone System & Transfer rules (w.e.f. 2017)
Kendriya Vidyalaya Sangathan (under Ministry of HRD) has started zone system of transfer and posting w.e.f. 2017. This system classifies India into 6 zones viz. North, Central, South, East, West, North East, covering 4-5 states in each zone.
An employee, at the time of interview, had to submit a choice of zone (all 6 zones in order of preference) where he/she wished to be posted. While formulating this policy KVS was of view that employees will get home zone and number of transfer requests by teachers would come down that would ensure smooth running of schools. However, a few teachers got home zone while a large number were posted to far away places for lifetime. Now, the teachers are in dilemma whether they stay or quit as if they work for KVS then they have to remain outside their home state for the rest of their life and if they quit then it's not easy to find other employment. Also, resignation from KVS within 2 years of joining can be done only after paying bond money of Rs. 2 lakh.
KVS teachers are posted all over India where they experience culture and language barriers. Erstwhile transfer policy had a benefit of posted in the home state after spending 3 years at Hard station but new transfer policy doesn't allow change of zone for a lifetime.
Teachers interact with all type of students in the age group of 5 to 18 years old, a good rapport between teacher and student is very much important to create a conducive environment for learning and for this mother tongue & culture has a significant role to play.
The purpose of this petition is to change the zonal transfer policy of KVS and allow employees to apply for home state after serving 3 years at initial posting/Hard station.
