Moral Policing versus Rule of Law

I am aggrieved with the unlawful action taken by few people across the country in pursuance of "MORAL POLICING" against young boys and girls. Our education system providing co education and no one shall deprived just adjoining by opposite sex. Article 21 of the Constitution of India, 1950 provides that, “No person shall be deprived of his life or personal liberty except according to procedure established by law.” 'Life' in Article 21 of the Constitution is not merely the physical act of breathing.
Article 12 of Universal Declaration of Human Rights says "No one shall be subjected to arbitrary interference with his privacy, family, home or correspondence, nor to attacks upon his honour and reputation. Everyone has the right to the protection of the law against such interference or attacks."
I Personally found various news and videos in which so called social workers or goons restrained boys and girls talking together in public place, park, historical monuments etc. this is highly objectionable, unlawfull, arbitrary. No one has right to interrupt or disturb any person's private life. Every one has right to adjoin,talk,play,eat, visit places, travel with opposite sex in a public place. So far as the eve teasing or molestation is concerned it would only be controlled by police authorities in a lawful manner, when they found any offence in any conduct or action between them. Youngsters are feeling very unsafe to communicate each other with their friends either with male or female in public places.
I am seeking direction over this situation which seems very strange in the country. The appropriate authorities must ensure that no body one is authorized to take action over their own perception against any person; either boy or girl. A strong message shall be delivered by the public authorities including police to ensure and stop this unconstitutional action arbitrarily adopted by so called social soldier.
