Parminder Singh started this petition to Ministry of Education and

Sh. Ramesh Pokhriyal
Hon'ble Education Minister of India

During the unprecedented times due to COVID, the world has seen a lot of difficulty as the normal has been replaced by new norms. School education has witnessed a big setback as it has become very difficult for most parents to keep thrir children engaged in any fruitful work while making sure that their learning continues. Due to restrictions, children cannot move out of their abodes freely and their screen time has increased immensely. The efficacy and intent of online classes arranged by schools is debatable but it is a fact that it is not feasible for parents to provide dedicated gadgets to children for online classes. Issues of costly and/or limited Internet data are largely known. In the wake of the current situation, wouldn't it be wise if you comes up with a notification that brings parity in the syllabi of all the schools for at least the current session and gives an opportunity to all the children by imparting free classes through the most accessible channels of mass media - television and radio. May be, the NCERT books could be made mandatory for all the schools this year. Most parents would be ready to purchase the books from their wards' respective schools if the schools cannot deliver those to homes. MHRD's channels on television and radio could be used to impart free education at least until the circumstances ease. This way, India can be a torch-bearer for the world in these difficult times and lead the path. Many private schools have been found taking benefit of the situation to charge hefty fees for whatever little they provided in the name of online classes. As situation eases, schools may begin with the usual course and may be allowed to charge their usual fees. If the Ministry accepts this petition and chalks out a plan, maximum children will get the benefit of teaching imparted through mass media channels unlike what happens when teaching-learning is processed through online classes by schools where there is no system of getting feedback on the efficacy of these classes. There would be limitations of teaching-learning processed through mass media channels too, but provision of telephonic interaction to clear individual doubts may be useful. Bodies such as NCERT, IITs and UGC are capable enough to help devise fruitful ways in these testing times. I strongly feel that many educationists will be happy to back such a programme in the wake of these trying times.

I hope that you will give this suggestion a serious thought. This can benefit millions of children of the country and at the same time encourage in real sense the implementation of the right to education.

Thanking you.

Yours truly
