Sub : Request Letter to Declare & Develop Sambalpur Road Fatak Railway Station, Odisha as Heritage Station &  Protest Letter regarding Recent Steps by Railway Authorities for Moving towards Permanent Closure of Sambalpur Road,Fatak Railway Staion in Sambalpur,Odisha 

We the citizens of Sambalpur & adjacent areas are deeply shocked as we came to know about the Letter by Chief Transport & Planning Manager East Coast Railways,Bhubaneswar numbering COM/Plg./HBS/SBPD/276 Dated 9th March 2021, wherein it has been initiated to permanently close the Sambalpur Road Railway Station,Fatak in Sambalpur.

At the outset we make it amply clear that we welcome the doubling of SBP-SBPY Lines but strongly object to the abolition of Sambalpur Road,Fatak Station precisely for the following few reasons:-

1. That there are ample Railway land for the said purpose & on may earlier occasions the Railway Authorities in Sambalpur Division have been provided with proper maps of such land available to them, by the then district administration, in the wake of such matter which had culminated in tripartite discussion by the Railway Authorities here,the district administration & the representatives of Citizens’ Committee in 2007. Sj.Madhusudan Padhi,IAS, the then Revenue Divisional Commissioner,Northern Range,Sambalpur,Sj.Laxminarayan Naik,IAS, the then District Collector,Sambalpur & Sj.Kailash Chandra Sahu, the then Sub-Collector, Sambalpur were witnessed to it.
2. That the Divisional Railway Authorities here, rather than acquiring those land, have found easy recluse to demolish & abolish the historic Sambalpur Road , Fatak Railway Station.
3. That a preliminary survey of the areas nearby Sambalpur Road , Fatak Railway Station makes it quite clear that relocation & renovation of this Station is possible, along with required expansion. On both sides of the present Sambalpur Road, Fatak Station, lands can be taken possession of &/or acquired to proceed for doubling of Lines as envisaged.
4. That it is needless to state here ,Mahatma Gandhi had come to this Sambalpur Road,Fatak Station twice, on 21st February 1928 & in 24th May 1934 which had ignited the India’s national Movement for independence. This qualifies the station to be declared as a Heritage station in the 150th year of Mahatma Gandhi’s Birth anniversary.
5. That it is pertinent to mention, this station is used more by the commuters/users than the Sambalpur, Khetrajpur Station. As such it is the most favoured station for the people of Sambalpur, for its obvious location & also contributes to the revenues of Sambalpur Railway Division.
6. That, if at all, a loop line is necessary at Sambalpur Road, fatak railway Station, the adjecnt space nearby can be used.
7. That for Goods Train, other alternative arrangements can be explored. We are aware , ORIDL is conducting Final Location Survey for Khaipadar Road - Rajathagarh New Railway Line via- Khurda Town, Bailo (near Athagarh) which will be a ‘bypass for Khurda Road - Bhubaneswar – Cuttack’. Once it will completed then Goods Train in Howrah - Chennai line will through ‘Kapilas Road - Salegaon - Rajathgarh - Khurda Town - Khaipadar Road’ and Talcher - Visakhapatnam line will go through ‘Rajathgarh - Khurda Town - Khaipadar Road. If bypass for goods train can be done for Khurda Road - Bhubaneswar - Cuttack then why not for Sambalpur as Maneswar - Godbhaga & Y- Link to Sambalpur City. Y-Link has been added in Maneswar - Godbhaga (proposed) New Double Line (only for goods) from Sambalpur City.
So that goods train from Sarla Road will go through Sambalpur City and towards Godbhaga without entering to Sambalpur Road , Fata), Sambalpur (Khetrajpur) and Hirakud and also No need to Loco reversal at Maneswar
8. That,to our knowledge nowhere an existing vibrant & historic Railway Station is abolished on the pretext of expansion rather than suitably relocating it for the convenience of the commuters/users.
9. That, expansion at the cost of the livelihood of those who are dependent on the existing Railway Station & to the utter topsy & turvy of the Lifeline of other communication,from & to, the sambalpur Road, Fatak Station, as has been evolved since 1893, more than 128 years, is utterly flabbergasting & totally outrageous
PRAYER
In the light of the above, we would like to pray,your goodself, to reconsider the case with the above submission we have made & work out on the possibilities, rather than permanently obliterating the Sambalpur Road, Fatak Railway Station, the most favoured one in Sambalpur. The following few possibilities may also be considered at your end.
1.The Sambalpur Road, Fatak Railway Station may be developed as a Heritage Station, with the memories of Mahatma Gandhi, as a mark of respect this year, in his 150th year of birth anniversary.
2.It can also be developed using modern technological knowhow, as a double storey station, with commemorative galleries of various historic memories attached to it.
3.The points enumerated in the tripartite agreement so arrived at, in the year 2007 after vigorous protests, as appended herewith in the memorandum to Sj.Pramod Mishra,Principal Advisor,PMO,New Delhi. ( A copy attached, please find.)
4.The Sambalpur, Khetrajpur Station may also be developed with more platforms on the other side facing Bareipali towards the Link Road from Joining two other major towns,such as, Hirakud & Burla. The newly set up Modern Bus Stand & City Station, along with commuters/visitors from VSS Airport Jharsuguda can have easy access to it.
5.Taking into account the growing township in Greater Sambalpur & the Roads towards Jharsuguda, more Platforms & stations are necessary & certainly not to close existing Railway station.
6.Alternative provisions for a Bypass for only the Goods train , as suggested,(See Google Map with proposed Route) like the Final Location Survey by ORIDL for Khaipadar Road-Raja Aathagarh, via Khurda Town,Bailo,near Aathagarh, which will be a bypass for Khurda Road-Bhubaneswar-Cuttack, may also be undertaken,on war footing, for the obvious demaqnds of the mines & industries, in our route.
7.The Present Sambalpur Road railway Station Fatak can be relocated towards Siddheswar Berna,Jagannath Mandir Colony arears where Railways has more than 5 acres of its own land.
9.The Officials who have misled the higher authorities in railways by stating that no suitable lands are available at their disposal for such expansion,rather than to demolish forwvwer,the age old station,may be identified & strict action may be initiated against them,as per law. That suitable re-allignment is possible by re-designing the laying of new lines passing through Sambalpur Road fatak Rail Station.

WE THERE FORE REQUEST YOUR KIND ESTEEM TO POSITIVELY INTERVE IN THE MATTER & TAKE IMMIDIATE STEPS TO SCRAPE THE EARLIER ORDER FOR THE SO CALLED PERMANENT CLOSURE OF SAMBALPUR ROAD FATAK STATION & TO DECLARE/DEVELPO IT AS A HERITAGE STATION.
