Relocation to Another State/ UT by a private individual Indian , with a motorised 2 / 4 wheeler is an avoidable horryfying, cumbersome experience. This requires

1. getting NOC from old RTO,

2. payment of lifetime vehicle Tax/ or periodical taxes at new RTO,

3. Claiming prorata refund from old RTO.

4. Change the Registration number to new  State (optional - i believe).

5. repeat all the steps on next relocation.

of the above item 1 and 3 by default do not happen. non compliance to items 2 and 4 entails severe penalties / monetary corruption.

This practice may have been prescribed in the era of noncomputerised RTOs and differential State Taxes. These 2 conditions no longer exist. 

In this era of Globalisation where mobility between countries itself is a common thing, movement within country for employement or otherwise is very common. and this irritant be done away with immidiately. The white board black letter numbered may be allowed to be used on relocation to another State /UT without any time limits. 

I / we request immidiate action by Honorable Central Cabinet Minister Shri Nitin Gadkari.
