That blinding headlamps are a cause of life threatening road accidents needs urgent attention of the transport authorities of our country. The number of automobiles using very powerful, retina damaging headlamps is on the rise. It appears that vehicles are being equipped with multiple, ultra high intensity headlamps which can leave oncoming drivers blinded for several seconds perhaps to cater to an urge of some drivers to dominate and terrify others using the road. Many two wheelers even do not have a low beam facility. Often the high beams are inclined above the horizontal serving no purpose other than to dazzle the eyes of oncoming drivers.

That apart, it is now becoming an uncontrolled fashion for two wheeler drivers  to use glaring headlamps even during bright daylight hours, shining high intensity light  into the eyes  of other drivers directly or, what is worse, via rear-view mirrors. In fact, it is becoming difficult to use the rear-view mirrors during the day because  drivers behind have their headlamps blazing.

Therefore, it is pleaded that the transport authorities of the Central and State Governments in India:

1. Prohibit use of automobile lights having intensity beyond a stipulated safe limit for headlamps and rear lights.

2. Prohibit headlamps having high beams inclined above the horizontal.

3. Stipulate that all manufacturers provide low beam facility in their vehicles.

4. Prohibit use of headlamps during full daylight hours.

5. Restrict two wheelers to one headlamp; and other vehicles to two headlamps placed at suitable heights above ground level, not at any height that may cause hardship to other drivers.
