At the last election, the party with 7% of the vote essentially controlled the process and timing for formation of a new coalition government. The single party with the largest proportion of the vote did not have an opportunity to form a coalition - I believe this is not a democratic process
I believe the law should be changed such that following an MMP election the Governor General should ask the leader of the party with the largest party vote to try and form a Government, and then only if they are unable to within a specified time frame ask the party with the next highest vote share and so on. This is a common approach overseas and seems to work well as far as I can see
