I would like the New Zealand Government to exclude TAX paying Expatriate New Zealand Citizens and Permanent Residents working overseas from paying quarantine cost when returning to New Zealand.

Paying tax in NZ is based on worldwide income. If you maintain an "enduring relationship" with NZ such as one of the following: have a KiwiSaver account, a bank account, somewhere you normally call home or a spouse here, you must declare your income and any tax paid overseas to IRD. The definition of "tax resident" is at the discretion of the IRD, and completely separate to your immigration status. If the tax paid overseas is less than would be due if you were physically present in NZ - you pay the difference to NZ. There are cases in NZ where people are taxed on all their overseas income if no tax is payable where they are working. So 1/3 of their income is paid to the NZ IRD, and in this financial year, they will probably not even be able to set foot in NZ. I don't think anyone is arguing about quarantine, we all agree with that. It's simply that some people are paying high rates of NZ tax from overseas and are now expected to have to pay again for quarantine.
