MANY people around the country are tired of being woken up in the morning because of someone else's inability to train or control their dog. Dogs, while lovely animals, make a tremendous amount of noise; especially when bored or untrained. The only recourse for those suffering from the noise is local govt, and after keeping bark diaries and having to fight to get anything to happen for months or years, usually we are told that nothing else can be done while still being woken up all the time. We are told by Domestic Animal Services around the country that there isn't enough staffing, budget, or legislative teeth to help us, and usually after a long time and a lot of paperwork. We can do better. If a neighbour's music wakes us up we have recourse, and there is immediate action from the Police. But when dogs bark on and on the animals are suffering stress, and their stress is effecting people's peace of mind in their own homes, and no one seems to be able to help. I have had a fight that went for nearly two years to get one dog owner to do simple things that would have prevented me being woken up most mornings, and DAS could only ask them. We need it to be easier for Animal Services to serve an abatement notice, so offending Dog Owners are compelled to change their behaviour or face fines.
